Introduction

SOLVE is a software based application developed by SVGC Limited for the UK Ministry of Defence (MoD) which supports decision making in the Air, Land and Maritime domains.

Background

All decision makers require comprehensive, auditable and timely assessments of the impact of actual or proposed changes to Programmes and Projects upon the ability to meet defined requirements with a clear articulation of the associated risks. The financial impacts of any proposed changes also need to be understood and articulated as does the impact on the supplier base. Furthermore there are likely to be consequent impact upon other Lines of Development (LoDs) which will need to be considered as part of the decision making process.

All of these factors need to be analysed over an extensive timeframe which will invariably see changes to Policy, ever evolving and more demanding threats, increased constraints, and changes to budgets and the supplier base to name but a few.

SOLVE was therefore developed by SVGC to support the MoD in rapid and auditable analysis of a large number of options in order to produce a standard portfolio of visual and report based outputs which can be used as part of the decision making and decision conferencing process.

How SOLVE Works

SOLVE works on a very simple principle: Demand vs. Supply. In the context of the analysis of Defence capability SOLVE compares the annual quantitative and qualitative demand for capability required by Defence Planning Assumptions in concurrent Military Tasks and scenarios against the provision of Force Elements at Readiness (FE@R), the delivery schedule of platforms, systems and sub-systems and their associated performance. From this comparison SOLVE produces a colour coded assessment of the ability of the selected Programmes and Projects to meet defined requirements over time in order to assist in the identification of various forms of risk.

SOLVE also allows Users to attach a vast array of data to each Programme or Project including detailed cost profile data, industrial engineering, production and maintenance estimates, logistic consumption rates and personnel requirements. As part of its analysis functionality SOLVE enables Users to view this data and the impact of changes to it compared to previous positions across an entire operating domain i.e. Air, Land or Maritime. Importantly no data is ever lost within SOLVE thus ensuring the retention of knowledge and a continuous understanding of how the level of risk has evolved over time.

What SOLVE Produces

SOLVE produces a portfolio of visual outputs in standard formats to aid comparison and analysis for a user defined number of Programmes and Projects across an entire operating domain. All outputs can be consolidated into a single and brief report for onward dissemination, some examples are shown below.
