MoD Process
Combined Operational Effectiveness Investment Appraisals (COEIAS) is one of the fundamental documents that underpins the procurement and through-life strategy of UK MoD projects. It is the formal comparison of acquisition options on a 'cost v. effectiveness' basis to satisfy a required Capability. A COEIA is a powerful document that weighs recommended acquisition options through the use of reasoned, objective and, where possible, quantitative argument.
A COEIA is informed by a Concept of Analysis (COA) which is evolved during the acquisition Concept Phase and endorsed at Initial Gate. Following endorsement of the COA, the COEIA is evolved by evaluating options being addressed during the Assessment Phase, i.e. during the risk reduction phase of procurement. The COEIA is then put before the Investment Approvals Board (IAB) of UK MoD for endorsement of its proposals.
To produce a robust and authoritative COEIA that will withstand scrutiny requires an intimate understanding of the constituent elements comprising an Investment Appraisal (IA) and the expert knowledge of defence, acquisition and requirements management that articulates the relative strengths and weaknesses of various options.
