BEDROCK software provides a means of 'measuring' capability.

Managing Capability Through-Life

To manage capability through-life demands that a capability is measurable. By capturing both the User Requirements (URs) and System Requirements (SRs) within the through-life plans for a capability, a means of 'measuring' the achievement of Capability is now possible.

Measurable Elements

What is required in order to achieve a Capability is defined through the means of URs and SRs, and each has to take into account the implications across all the areas defined through Defence Lines of Development (DLOD): Training; Equipment; Personnel; Infrastructure; Concepts and Doctrine; Organisation; Information and Logistics. Each UR is decomposed into a series of SRs that are single measurable statements defining what is required in order meet a Capability need. SRs are captured within a System Requirements Document (SRD) which is the vehicle used by MoD for contractors to bid against.

Mapping Performance against Required Capability

Mapping the forecast compliance of a product against contracted SRs, and measuring performance outputs against the URs, allows comparison of what is being delivered against what is sought by the MoD. The process therefore defines how well a Capability is being met throughout the life of solutions provided for its achievement.

BEDROCK as a measurement tool

By means of 'weighting' SRs, inputting objective data and analytic outputs, BEDROCK maps and visualises capability outcomes. Current and future shortfalls can be identified in a timely manner, taking into account all DLOD implications. Together with an active risk management strategy, the provision of solutions can be managed in a cost-effective manner. Where, for example, funding is unavailable within a risk mitigation strategy, by employing BEDROCK it is possible to produce a clear and unambiguous understanding of the level of risk being adopted.

BEDROCK enhances the process of TLCM, and its adoption ensures that individual responsibility can be attributed, and that managers can better understand the elements of capability that they are delivering and for which they are accountable.
